If they meant "liking" they could have said "must like kids and dogs" or "must be child/dog friendly". It is a peculiar choice of words because that is typically not how people speak: "caring for [whatever] is a must". It sounds like a job description: "must have own equipment and transportation" "must be available weekends and evenings" "must be able to lift at least 50 pounds".

Just an odd way of phrasing it when you are trying to start a relationship with someone you haven't even met yet.
