If you were dealing with a work situation, you would be expected to follow the following steps:

1. Bring up the issue one on one with the party involved.
2. then bring it to that persons supervisor (or yours)
3. then to the supervisor's boss
4. ...

At some point, if everyone in the organization ignores the complaint and the situation doesn't change, the aggrieved party ends up either getting an attorney or goes to the press or both.

If someone doesn't want their "dirty laundry" aired in public, they should change their behavior BEFORE the situation is to the point where the victim or their family feels they are left with no other options. Frankly if the situation is bad enough that legal intervention is needed, it's also time to inform everyone else.
